Paulo is a Civil Engineer, graduated from the Federal University of Rio de Janeiro, Master in Information Science, graduated from the University of Brasília. From 1982 to 1984 he was an analyst of transportation and energy projects. From 1985 to 1986, he was a technical analyst at the Industrial Technology Department of MIC, working in the areas of energy and basic industrial technology. From 1987 to 1989, he was a Technician at CEBRAE, working in the areas of technological support for small businesses and superintendent in the area of modernization and technical cooperation. From 1989-1990 was Deputy Secretary General of the Ministry of Foreign Affairs. In 1990 was a FINEP technician, working in the area of support to national consultancy. From 1990 to 1992 he coordinated the technological modernization of the Secretariat of Science and Technology, working in the areas of technological prospecting, PBQP and PACTI.
In 1992 Marco was Deputy Secretary of Government at GDF in Brasília. In 1993 was Deputy Secretary of Science, Technology and Environment of GDF. From 1994 to 1995 he was President of FAP-DF. In 1995 was a FINEP technician, working in the area of international technology business. From 1996 to 1997 he was Deputy Director of IBICT. From 1998 to 2000 he was Chief of Office of FINEP in Brasília. From 2000 to 2002, he was Director of the Department of Labor Intensive Sectors of the Department of Production Development of the MDIC. From 2002 to 2019, he was an analyst III of the National Sebrae, where he was the Manager of Access to Technology and Innovation, Agribusiness Manager, Market Access Manager, Market Access and Financial Services Manager, CRAB Coordinator, Board Advisor, an analyst at the Entrepreneurial Culture Unit, as well as the participation of Sebrae PA, AC, RO, RJ and MG Counselors and as Sebrae representative on national and international boards and forums.
He is currently National Secretary for Entrepreneurship and Innovation of the Ministry of Science, Technology, Innovation and Communications - MCTIC.
